The agreement, which was opened for signature in 1996, has not yet entered into force, because it requires ratification by all 44 countries that possess nuclear technology, which has not yet happened. Among other things, the United States has not ratified the agreement.

According to Russian military doctrine, nuclear weapons can only be used for defensive purposes if Russia is attacked with weapons of mass destruction, or if an aggression against it with conventional weapons would “threaten the existence of nuclear weapons.” the state”.
