Since the world's diplomats have been meeting regularly to discuss how to slow climate change, one thing has been conspicuously absent from their agenda: militaries. This is no coincidence: At the request of the United States, reporting on military emissions was largely removed from the 1997 Kyoto Protocol, a document that set binding emissions targets for signatory countries. Paris Agreement 2015 Didn't change thatbut still does not stipulate the obligation to report military emissions.
