Green recommendation for farmers who choose the ecological farming program

From 2023, the subsidy system will change based on the region and a new form of support will appear, the Agriculture Ecological Program (AÖP), which aims to preserve ecological and natural values. Farmers will be able to apply annually for support based on commitments made to conserve soil, surface and ground water, and wildlife, when standardized applications are submitted, choosing from practices included in the legislation for each different class of land use (not exclusively from recommendations in the Recommendation ). When applying, you will have to choose a specification that is worth at least 2 points for each usage method.

The Ministry of Agriculture and the National Chamber of Agriculture would like to help with the selection. Therefore, using available geospatial support and data with previously obtained authorization, we prepared a recommendation for AÖP regulations that fit the environmental characteristics of the farm with the help of an algorithm.

The practices recommended in the Green Recommendation were defined from the point of view of the environmental performance of the KAP Strategic Plan and the fulfillment of the indicator obligations, bearing in mind that if these obligations are not fulfilled to the agreed limit, Hungary risks a significant financial penalty. The recommendation is determined by an algorithm – created within the framework of information technology development for KAP monitoring, based on country databases (IIER and MePAR) – of AÖP obligations that may correspond to the environmental characteristics of a given farmer’s farm, helping the farmer in decision-making.

Recommendation was determined with thematic overlay groups of soil, water and biodiversity based on the cross-sectional area of ​​farms, exclusively for the arable cultivation branch. We only recommend specific planter systems for planting lawns and farms, regardless of region. In order to determine the involvement of a particular farm, the part affected is determined from the point of view of soil, water and biodiversity for each farm, in terms of arable land (in terms of influence, the status of farm boards was the determining factor). Comparison of the total area of ​​arable fields affected according to different aspects with the arable area of ​​the entire farm made it possible to determine the degree of environmental impact. In terms of environmental impact score, comparison with the national average is the guideline, according to which a farm is defined in terms of soil, water or biodiversity if the proportion of fields in terms of an environmental factor involved exceeds the national average for that factor. In cases where the economy is affected above the national average in terms of many environmental factors, prioritization is possible in terms of participation. In the end, from the point of view of economics, the environmental factor, the degree of its spatial coverage exceeding the national average value of the selected environmental factor, is chosen the most.
